LEBANON \emdash Former Lebanon City Manager Charles L. Guard Jr., who retired in 1979 after 17 years in that job, died Saturday. He was 69.
Guard became Lebanon's first city manager when it became a city in 1962, but he resigned in the face of an expected city council vote to oust him.
Guard went from city engineer to city manager to dairy farmer in his native Warren County.
Guard saw Lebanon grow from a village run by a part-time administrator to a growing city. In 1959, he was running an an engineering consulting business when he was approached about becoming the village's part-time engineer.
Lebanon's council later screened severai candidates but selected Guard to become the city's first city manager in 1962. Initially. he had the dual duties of city engineer and city manager.
Guard guided Lebanon through its growth and development but ran into criticism after he fired Police Chief Lester R. Kliburn in January 1979. Guard just missed being fired that month when the council voted 4-3 to retain him.
But by June Mayor Eleanor Ullum, who had voted to keep Guard in January, said she was ready to vote to fire him. Guard then elected to leave, returning to his dairy farm to work full time.
Memorial Services will be held at 10 a.m. Tuesday at Lebanon United Methodist Church. He is survived by his wife, Elzie; six children; two sisters; and six grandchildren.
