Mr. Leach was commissioned a 2nd Lieutenant, Infantry Reserve, via ROTC at Wichita Univ. in 1932. He entered active military service in June 1935 at Ft. Bliss, Texas for duty with the Civilian Conservation Corps. Retired in March, 1964 (except for a two year conversion to U. S. Civil Service status 1939-1941). He was transferred to the U. S. Air Force in 1941 and accepted a reegular commission in 1947. Reinstating his Civil Service status in 1965, he served until 1973 when he again retired with a total of 37 years active Federal Service. Among the many awards and citations he received were the Legion of Merit (twice), Bronze Star Medal, Army Commendation Medal, Air Force Commendation Medal (twice), and three medals from the Chinese National Government, plus the Meritourous Civil Service Award. He rose to the rank of Colonel.
