Joel was a North Carolinian, but removed to Kentucky and then to Lawrence County Indiana, then to Coles County.

Joel and his wife settled in Hutton Township, Coles County Illinois in the spring of 1832, and were among the earliest pioneers. After raising one crop they returned to Indiana and in the fall of 1832 they brought out their family consisting of 6 boys and 5 girls accompanied by their grandfather and grandmother Pennington. They made the journey in wagons, driving their stock composed of sheep and cattle with them. Joel owned 1500 acres of land.

Joel held the office of Justice of the Peace for many years in Lawrence County, Indiana and continued the same in Coles County, Illinois.

Joel and Effie were "zealous" members of the Baptist Church, having connected themselves with that church shortly after their marriage. Effie had embraced religion at the young age of 11, and lived the exemplary life of a Christian to the day of her death. Her father was a Baptist preacher.

He died on his farm where his son Edmond lived near Westfield, Illinois. His son Jack Connelly (Joel Jackson) went to Texas, William to California. Edmond, Elijah and Washington Connelly lived in Hutton Township and were among the prosperous and energetic men of the community. Joel Jackson and Edmond Riley were appointed administrators of his estate. There were many books in the estate indicating that the family was well educated.
